When municipal councils decide to adopt borrowing by-laws and impose special taxes to pay for municipal infrastructure works, they face certain challenges, such as determining which immovables will be subject to the tax and dealing with unforeseen events which may occur during the term of the loan. These issues will be the topic of a lecture by Me Vincent Piazza at a conference on recent developments in municipal law sponsored by the Barreau du Québec, to be held on March 18, 2005 at the Delta Trois-Rivières Hotel. Me Piazza will suggest certain topics for reflection, including partnerships with developers, the various forms of tariffing, and the contribution of non taxable properties.
